THE BURMA IMMIGRATION EMERGENCY PROVISIONS ACT,1947

3(1) No foreigner shall enter the Union of Burma without an immigration permit issued by the Controller or by any Official authorized to issue such permits or a valid passport duly visaed or endorsed by or on behalf of the President:

4(2) All such conditions shall be deemed to be conditions for allowing the holder of such permit or visa to enter or remain in the Union of Burma, and a breach of any of these conditions shall render the holder liable to deportation from the Union of Burma if the President of the Union so directs.

13(1) Whoever enters or attempts to enter the Union of Burma or whoever after legal entry remains or attempts to remain in the Union of Burma in contravention of any of the provisions of this Act or the rules made there under or any of the conditions set out in any permit or visa shall be punished with imprisonment for a term (which may extend from a minimum of six months to a maximum of five years or with fine of a minimum of K.1500 or with both.)

13(2) Whoever being the carrier knowingly brings or attempts to bring into the Union of Burma any person not authorized to enter the Union of Burma shall be liable to imprisonment for a term (which may extend from a minimum of six months to a maximum of five years or to a fine of a minimum of K.1500) for ever such person brought or attempted to be brought into Burma or to both.

13(5) Whoever assists or attempts to assist any person to enter the Union of Burma, illegally or knowing that a foreigner is remaining in the Union of Burma in contravention of any of the provisions of this Act or the rules made there under willfully assists or attempts to assist him to remain in the Union of Burma shall be punished with imprisonment for a term (which may extend from a minimum of six months to a maximum of five years or with fine of a minimum of K.1500 or with both.)

Pre Arrangement Visa On Arrival

If you are visiting Myanmar via cruise, please contact your tour agent for Pre-arrangement Visa on Arrival. You will not be able to use eVisa to enter Myanmar via seaport. Your local Travel Agent will apply permission to the President Office and Pre Arrangement Visa On Arrival to the Ministry of Labour, Immigration and Man Power.

The Required Terms and Conditions for VISA ON ARRIVAL

The applicant shall –

  • Have a valid passport not expiring for at least 6 months from the date of entry into Myanmar.
  • Bring two recent (4cm x 6cm) color photos taken within the past six months.
  • Have the letter of invitation from the sponsoring company in the event of first trip of business study. (Stay cannot be extended.)
  • Be required to produce copies of company registration/business license/ evidence of permission to do business issued by the ministries concerned together with the application if he is working in Myanmar.
  • Fully mention the name of the factory, location, the sponsor and the position he holds if he is doing business with business visa.
  • Apply for extension of visa with the recommendation of the ministries concerned as well as in accordance with the existing procedures if he is doing business with business visa.
  • Produce letter of invitation by the ministries concerned if he is going to attend meetings, workshops, events and ceremonies.
  • Not be allowed to engage in any sort of work with or without charges apart from the professions mentioned in the visa application form.
  • Produce air ticket to the destination if he is applying for transit visa.
  • Stay at the hotels, motels and guest houses holding legal licenses issued by Myanmar Government, and factories and workshops legally permitted as well as human dwellings; and exactly mention the address he will stay at.
  • Make a promise to strictly abide by the existing laws, rules, procedures, orders and directives issued by Myanmar Government.
  • Have under-seven-year-old children accompanying parents in the passport granted visa free of charge; be able to produce the evidence of parent-children relationship if the children are holding separate passport.
  • Not be allowed to travel to the restricted areas without seeking prior permission.
  • Report to the office of the township Immigration and National Registration Department concerned at which he stays within Myanmar mentioning the address of hotels, motels, guest houses, factories and workshops legally permitted as well as human dwellings.
  • Depart to the country which he has traveled from by the arrangement of the airline he is using if he is denied entry.
  • Abide by the decision of the On Arrival Visa Scrutiny and Issuing Team.
  • Apply for Visa On Arrival at Airport Immigration Section obtaining the application form either from the airlines in Myanmar or the following website www.mip.gov.mm of the Ministry of Immigration and Population.

eVisa

On 1st of September 2014, the Ministry of Immigration and Population launched e-Visa system.

I. eVisa for Tourist

1. For more information please go to evisa.moip.gov.mm and information on restricted area go to mip.gov.mm.
 You will need the following before you apply:

a. Your passport validity must have at least (6) months.

b. You have to upload one COLOR PHOTO (4.8 cm X 3.8 cm) taking during last (3) months.

c. Visa, Master, American Express or JCB credit cards for the payment of USD 50.00.

2. Tourist Visa processing information :

a. The validity of eVisa approval letter is 90 days from the issued date. If it is expired, entry will be denied.

b. Length of stay is (28) days from the date of arrival in Myanmar.

c. eVisa service is non refundable.

d. You will receive an email acknowledgement within 1 hour after successful payment.

e. The processing time is upto (3) working days.

3. If the applicant has child(ren) under (7) years old on the same passport, you have to put the name of that child, date of birth in the minor section of the application form.

4. Tourists must stay in registered hotels, motels, inns, guest house and resort during your stay in Myanmar.

5. The applicant should complete individual personal data whether passenger is FIT or package tour.

6. eVisa is a only valid for a single entry. Re-entry will require a new visa.

7. Currently passengers with eVisa are only permitted to enter via following ports :

b. Mandalay International Airport

c. Nay Pyi Taw International Airport

Terms and conditions for eVisa

Apart from the professions mentioned in this visa application are not allowed to engage in any sort of work with or without charges.

Applicant shall abide by the laws of the Republic of the Union of Myanmar and shall not interfere in the internal affairs of the Republic of the Union of Myanmar.

Legal action will be taken against those who violate or contravene any provision of the existing laws, rules and regulations of the Republic of the Union of Myanmar.

Applicant shall not be allowed to travel to the restricted area without seeking prior permission.

It is important to notice that the Approval letter is not a confirmed Visa letter.

The Approval letter is valid up to 90 days from the date of issue.

There will be no refund for Visa Processing Fees.

In unfortunate case of if your application is rejected, no reason will be provided or can be requested. If you do not like the form of an eVisa, you can still apply for the visa at the respective Myanmar embassy.

All other travelers must get their tourist visas from the Myanmar Embassy of their respective country. You can also try to get your visa at the Myanmar Embassy in Bangkok but you may not get it on time. You can download the application documents from the webpage of the Myanmar Embassy in your country. Apply early for your visa, but not more than 3 months before your entry.

A tourist visa is valid for up to 28 days. You can overstay for not more than 90 days, but you have to pay $ 3 for every extra day. If you need to stay longer, please contact your travel agent in Yangon early. He might be able to arrange for a business visa.

With valid passport and visa, you can now enter Myanmar by land at four Thai-Myanmar boarder gates. Details as follows:

Greater Mekong Subregion Cross-Border Transport Agreement – GMS CBTA
Information for Myanmar-Thailand Border Crossing

Myanmar-Thailand Agreement on Border Crossing was signed on (16.5.1997). According to the agreement, (3) Border Checkpoints were defined. Htee-Khee-Phunaron Border Checkpoint was extended on (28.8.2013) and (4) Thai Border Checkpoints were defined as International Border Checkpoints.
International Border Checkpoints are as followed:

(b) Myawaddy-Maesot
(c) Kawthaung-Ranong
(d) Htee Kee-Phunaron

Myanmar-Thai Border Crossing Agreement which is amendment from original agreement was signed on (24.6.2016).
The above mentioned Myanmar-Thailand Border Checkpoints are allowed to enter for citizens of two countries and citizens of third countries who hold passport and visa and they are permitted to enter/ exit via at any International Entry/Exit points.
Starting from (1.9.2016), Tachileik, Myawaddy and Kawthaung International Land Border Checkpoints are allowed to enter/exit with e-Visa.
Citizens of two countries who are living permanently within frontier district are also allowed to enter and exit with Border Pass (BP).
Citizens of two countries who are living permanently within Myanmar except frontier district and Myanmar Citizens who are holding the National Scrutiny card and Associated Citizen card, Naturalized Citizen Card are allowed to enter and exit with Temporary Border Pass (TBP).
Tourist Visa for citizens from (100) countries and Business Visa for citizens from (52) countries can be applied online as e visa. Myawaddy, Tackileik and Kaw Thaung International Border Checkpoints in Myanmar-Thailand border are allowed to enter with e-visa on (1.9.2016) besides Yangon, Mandalay and Nay Pyi Taw International Airports.

You can depart from other official gateways including Yangon, Nay Pyi Taw and Mandalay. Visa-on arrival is not available at the border gates.

Mogok, the city of rubies and other precious stones, is open but you need a travel permit, which your travel agent can organize for you in advance.

Flights

For flights, please contact your domestic travel agent early. You can also find reasonably priced tickets on the Internet. From Bangkok, you can fly to Yangon with several airlines including Thai Airways, Myanmar Airways Intern., Golden Myanmar Airlines and Bangkok Airways. From Don Mueang, you can fly to Yangon with Air Asia and NOK Air. The flight time is only 50 minutes. You may want to spend a few days in Bangkok in order to adjust to climate and time difference. But you do not have to go through Bangkok, if you want to enter Myanmar via Yangon. There are also flights from many other cities in Asia and Middle East to Yangon: Singapore, Kuala Lumpur, Beijing, Guangzhou, Taipei, Kunming, Hanoi, Ho Chi Minh city, Doha, Seoul, Hong Kong, Tokyo, Gaya, Dhaka, and Incheon. Sometimes it is cheaper to choose Kuala Lumpur or Singapore and not Bangkok as a stopover from Europe or from the US on your way to Yangon. The newest connections are:

At the moment, there are also flights between Mandalay and Kunming by China Eastern Airlines.

And, you can fly to Nay Pyi Taw from Bangkok with Bangkok Airways.

In mid-December 2013, Biman Bangladesh Airlines flies to Yangon from Dhaka.

Myanmar time is 6:30 hours ahead of Greenwich Mean Time (GMT).

Hotels

Hotel prices have gone up and many hotels are fully booked long in advance. The same applies to domestic flights. Please contact your travel agent early!

Money

There are two currencies for you in Myanmar: the US Dollar (cash) and the local currency called Kyat (pronounced chutt). Traveler cheques and credit cards like Visa, Master and Union Pay are now accepted in leading hotels and tour operators. You may also get Kyat at the ATM machines with your credit card. Payment with credit card will be charged 4% surplus. The Euro is gaining acceptance, but only in the tourist centers; please ask your travel agent, if he will accept Euro. So bring enough US Dollar cash, in new and undamaged $100 bills. Bring some smaller dollar bills for change.

The exchange rates for smaller bills are lower than for the Dollar 100 bill or the Euro 500 bill. Local private banks and Foreign Exchange Bureaus at the following locations have recently opened some official exchange bureaus, which accept US Dollar, Euro and Singapore Dollar:

– Yangon International Airport, Private Banks, Thein Phyu Road and many various locations in the city

– Mandalay International Airport and Private Banks and many various locations in the city

– Bagan Nyaung Oo Airport and at various locations

– Heho (Inle Lake) Airport, Nyaungshwe and Taunggyi

You need Kyat, if you eat at local restaurants or shop in the markets for souvenirs and handicraft.

Insurance

We strongly recommend travel insurance (German: Reiseversicherung und Reiseruecktrittsversicherung) from your country in order to be insured against illness, accident, repatriation, travel cancellation, and lost baggage.

Customs Regulations

Myanmar Customs is polite and cooperative. All visitors must fill out a Customs Declaration Form, which they receive on the airplane. Local currency cannot be imported. Foreign currency in excess of US$ 10.000 has to be declared. This declaration, however, is not checked or asked for when you leave the country. Laptops you can bring in. Buddha images, antiques and gemstones cannot be taken out of the country without an official receipt by a licensed dealer. For US citizens it is important to know that they cannot import gemstones from Myanmar into the US, however. You can claim that they were made and bought in Thailand.

Health, Vaccinations and Medications

No vaccinations are presently required for Myanmar. Please consult with your physician. It is usually recommended that you be immunized against polio, typhoid, tetanus, and hepatitis A. Some doctors recommend vaccination for Japanese encephalitis. Yangon, Mandalay, Bagan and Lake Inle are not designated as malaria areas. Malarone is recommended, if you intend to enter malaria areas. Bring lots of mosquito repellent and use it in the evening. Sun lotion will be useful. Bring Imodium. Almost all other medicine is available in Myanmar, but please refrain from buying medications that were produced in China or other neighboring countries; they may not be safe. Should you get seriously ill in Myanmar, we recommend that you take the next plane to Bangkok (50 minutes) and check into a private hospital like Bumrungrad.

Airport Departure Tax

Airport Departure Tax for international flights is $10. There is a service tax for domestic flights too. But it is usually included in your ticket price.

Electricity

Electric current is 220 volts AC, 50 cycles.

Do not forget to bring or buy in Myanmar a strong flashlight, because the streets are dark at night and sidewalks have many holes. Please use your flashlight whenever you go out after dark.

Climate and Clothes

The seasons are:

Dry and warm – End of October to middle of March

Dry and hot – Middle of March to middle of May

Rainy Season – Middle of May to middle of October

Best time to travel: End of October to end of February.

For daytime: light clothes. Shorts are not popular, long pants are more appropriate. Cap or hat. Sun glasses, flip-flops or sandals because you have to take off your footwear when you visit temples or monasteries. Small bag or backpack for daily trips. For the evening especially in the mountains and near the lake, you need warm clothes: windbreaker, sweater, warm pants, socks, shoes or sneakers.

Food and Beverages

Burmese food is not so spicy. Chinese food is available in most cities and towns. Western food is available mainly in the big cities and in hotels. The hotels and restaurants that you will be visiting are quite safe, except for the tap water. Please drink enough bottled water (or other liquids) every day; 2 liters a day are recommended.

Lunch and Dinner

The meals at your hotels may be expensive. Ask your guide for good local restaurants. They are cheaper and more fun. There are many good local restaurants not only in major cities (Yangon, Mandalay, Pathein, Mawlamyine, Bagan, Myitkyina, etc.) but also in towns that are frequented by foreign tourists like Nyaungshwe (Lake Inle), Mrauk-U, Ngwe Saung Beach, Nga Pali Beach and Chaungtha Beach. Try some of the local dishes like Shan noodles.

Internet, Email, International Telephone Calls

Internet/Wi-Fi (and access to your email provider) is also available in almost all hotels and in Internet cafés in Yangon, Mandalay and in many other towns. International phone calls from hotels are expensive and complicated.

SIM Cards

Data service is normally enabled for a local SIM card and it is reasonably cheap to call home. Ooredoo SIM card is available at Kyat 1.500. But your handset must support 3G/4G GSM. 2G only keypad phones will not work with Ooredoo. Alternatively 2G/3G/4G GSM SIM card is also available with both Telenor and former state owned MPT. Network coverage for MPT is larger than the other two competitors for the time being. Since end of December 2011 mobile phones from Japan, China and 10 ASEAN countries can use roaming service in Myanmar. Some European providers signed for roaming with MPT. Please check your signal when you arrive. Text message can be sent or received globally.

Guidebooks and Maps

Bring a guidebook. Maps are available in Yangon.

Museums are closed on Mondays and public holidays. The Bogyoke Aung San Market (Scott Market) in Yangon is closed every Monday and on public holidays.

Tipping

Waiters and hotel employees receive a very small monthly salary. You may want to give a tip in restaurants or hotels. Tour car/bus/boat drivers and their attendants usually receive a tip. If a Burmese tour guide accompanies you during your trip in Myanmar, you may want to present him with an appropriate tip at the end of the tour (if she or he served you well).

Additionally, we want to inform you that a developing country like Myanmar, services related to domestic airlines, boat and car transportation can be delayed due to the reasons like weather, mechanical problems, flat tire, traffic jam and bad road. As a consequence, you may not complete the sights and places you targeted to visit and see on that day. We apologize to you in advance if it happens.
